Software to convert DVD RAM recs to DVD-R ?

I renamed a DVD RAM file to a VOB file authored it and most of the rec plays fine on a DVD-RW disk but half way though and a min or two from the end the picture splits up ie one half is moving but suqashed the other half is a still frane. Is this the s/w (TMGEnc Author) and or me just converting the file name to a *.vob file, should I have done something else ?

What s/w will convert properly a DVD RAM file to a VOB ??
