Hi, If you haven't got it fixed yet, I just found the same problem but in reverse: my PMB's format was dd-mm-yyyy and I wanted yyyy-mm-dd because in a long list of dated folders these will sort in the correct chronological order.
Anyway, by experiment I found that the PMB software picks up the computer's 'short date' format. So to get what you want (in Windows Vista), go to Start - Control Panel - Clock, Language and Region - Regional and Language Settings. On the Formats tab, click the Customise this format... button, then on the Date tab, in the Date format area, change the Short Date to dd-mm-yyyy and click Apply.
That will change things like the Date Modified column in Windows Explorer, but Long Dates will stay the same.
