If you do a search on the model you will get an idea when it was launched , I suspect it will be a few years old but dont let put you off , Panasonic 3ccd usually perform well.
You will always pay more on ebay than say our classified section.
Funnily enough I have just gone back to tape , picking up a more recent Panasonic NV GS230 dv camcorder for £200 ( as new ) , so dont disregard them .
More recent HDD and card based camcorders wont have a viewfinder which may/may not be a prob for you .

say i bought a 10mp digital still camera instead of a camcorder
will the video quality be batter than a 0.8 mp camcorder
because if it is i might go with the normal camera
also a few things i want to add.
i want mine to be able to have a home made handle put on
i might go for a hdd model now seeing as it may be easier

No , USB is not for tape generally . The USB connection is often for lower quality video or stills or use as a webcam
By it nature ( magnetic material) tape is always rewitable ( that term only refers to optical discs: HDD and flash memory cards are also rewritable) but formatting it is done via a camcorder tape head.
It does not use any sort of file system you can format via a PC

No Camcorder video resolution is fixed and a higher resolution sensor is not related to good video. Might be worse in fact
