MW2 stats say campaign progress only 50% when game completed?

Hi I hope someone can clear this up, I have completed MW2 campaign on regular and when I go to the stats menu it says that campaign completion
is only 50%?, is this because you have to collect all the intel and complete the game on hardend and veteran to get 100%?.

Precisely. I've completed the campaign on Veteran and picked up about twenty intels and I'm at about 89% completion.
