plasma monitor

my cousin is based in germany and he shipped his plasma monitor there and wants to know how can he use that as a tv? they have cable but they dont use a box there. so how can he hook up the monitor to use as a tv? can he use a cable box and then hook up to tv? is yes would any cable box do? or any other suggestions?

A rather confusing post.
What is the make and model of his plasma "monitor" ?
Is it a monitor or is it in fact a TV ?
(in which case it will have a tuner with antenna input).
If it has a tuner with hyperband support, he may be able to hook it up directly; this only applies if the cable service is analogue.
If the local cable service is digital he will need a cable TV set top box.
Does it have SCART sockets ?
