Specialist in verifying DVD disc quality

I would like some advice. In January 2009, i bought the entire series (1-11) Frasier box set from Zavvi.

In September, I am up to season 6 of the box set and one of the DVDs is faulty. It is blocky and skips scenes, I have tried cleaning the DVD to no success, I have tried the DVD in two different DVD players. When you look at the disc in looks like something as leaked within the DVD layers (if that makes sense).

As the box set was over one hundred pounds and paid on my ASDA credit card. I have placed a disputed transaction with ASDA credit cards and they have sent a letter back saying that "it is necessary for you to provide an independent expert report to support your claim".

I am OK with the disk being checked by an expert but I am at a lost on where to find an expert.

Any help on who you may regard as experts would be most gratefully received.
