White static line down a side of a tape recording?

White static line down a side of a tape recording?

When i watch a tape or try the capture it on to a pc it shows a static line going down the left hand side, but when i view it on a tv its not there!

Whatis it and how do i get rid of it?!

It's a personal recording but does have the black chip to stop recording over removed off.
