In the first case you were either connected to a scart socket that was only S Video capable OR S video was selected as the input form for that scart.
In the second place I suspect that the replacement scart is not a fully wired type and you are now watching in composite quality only , as a result.
So I suggest going back to the original scart lead and ensuring that it is plugged into an RGB capable socket in the TV and that the TV has that option [ RGB ] selected in the input selection.
