I've got the Asian Philips Q50 since the European Q50 had its de-interlacer chip removed. If you were looking at the european model then forget it for progressive scan. You can however wait for the Philips 963SA which should do PAL progressive scan and (once hacked) NTSC prog.scan.

If NTSC progressive scan is your thing and you need it now then you can't go far wrong with the Tosh 510, especially at its discounted price.

BTW Most Richer Sounds stores have sold out of the 510 so if you find it, you have to act sharp.

The Q50 is better for producing visuals than its Q40 sibling but again if you want progressive scan and want the Q50 it HAS to be an american version or an asian version.
