i bought a second hand blackberry bold 9000 and when i put in any sim(which works on my old phone) it says sim not provisioned, can anyone tell me how to fix this , or should i dispute the seller

Ask the seller what network the phone is locked to. Or, take it into a phone shop and ask the phone to be unlocked. They will soon tell you whether the phone serial number has been blocked or not, or whether they can unlock it.

When you say any SIM, which network SIMs have you tried?

As Mr Moo quite rightly says, it sounds as though your phone is network locked, meaning it can only be used on the network it was supplied on. There are numerous unlocking options available though, some you can do yourself over the internet, but there is a cost associated. Google for info.
