Neon lights wont make it look better IMO (but i am not 16 and when i was i didnt have aTV!) I would start with a better sound system. You can get great bargains in the classifieds here: Amp for £40 and Speakers for £80-100 that will sound much better.
A decent storage unit for DVD's and games will also improve the look you can get some ikea book cases for £20 that hold a few hundred DVD's

I would move the racks away or get wall hanging one. Make the TV alone, so get rid of that junk on top of the TV, it iwll make it look a lot nicer straight away. If you really want lights, there are the Ikea Triteon (wrong spelling, check out the plasma forum or search it) lights, or there is an LCD light power buy some where.
