I would like to increase the weight of the Rack. Can I fill it and with what?

Yes it is possible to fill the stand/rack.

If the stand is already in place you can undo the caps located on top of the posts. This could be tricky though so patience will be needed. I was going to do the very same thing myself (to try and prevent noises caused what I belive is expansion and contraction due to heat) but I don't have the patience at the moment. Did not want to remove the av gear and certainly did not want to cover the stuff in sand.

With what depends on yourself i.e. what you are willing to pay. Note that the holes in the top of the posts are small so kiln dried sand maybe your best bet.
Note this also maybe the messiest.

I was going to use a funnel and slowly add the sand with a scoop. Did this with my speaker stands and it worked a treat. These were taken outside to do though.
