Odd problem with sound card.

This is a video demonstrating the problem i'm currently experiencing. It's not a virus or anything along those lines.

So, anyone ever experienced this problem/know how to fix it?

edit: Also note that dragging the 'Stereo Mix' slider does not affect my speaker volume whatsoever. To me, the sound is 100% fine the whole way through. This problem occurs with everything, including things like Fraps. Also note that my mic does not suffer from this problem.

This problem is occurring with my Sound Blaster Vibra 128. I'm aware that this is an insanely old and most probably crap sound card, but i am not a sound enthusiast.

Finally, if the problem is directly related to the sound card (and cannot be fixed), could you guys give me some sound card suggestions? I'm not a sound ehtusiast, all that crystal sound crap doesn't make a difference to me. Anything that can push out decent sound to my stereo headphones (Plantronics .Audio 360). is good enough for me. Just make sure the sound card has some kind of 'whatuhear' feature.
