I heard the Ubuntu is dropping Debian as its foundation ? is this true ?

I very much doubt it.

This news article even suggests that the next version of Ubuntu could be brought forward as the next version of Debian will be available in September.

As a rule I never update to the new version when it first appears.

Normally I give it a month to six weeks - and by this time all the 'enthusiasts' have caught all the major bugs and grief, so permitting me to install a honed operating system.

The current version is the one that is supported for years - so I think I will just let the individual components update (unless there is major raving on the newer versions) and replace my PC and do a fresh install on my new one a month or two after the next version with the long support is released.

Ubuntu is completely derived from Debian, and many of the developers work on Debian too. There's no way they'd be dumping it.
