MSVCR70.DLL Error

I have Picasa2 and when I open it I get the following pop up message.
"This application has failed because MVSCR70.DLL not found"
What is the problem and how do i correct it?
I did a search and found the above in 4 different locations can i transfer any of them to Picasa

Download a copy of MVSCR70.DLL off the net. And drop one copy in system32 and another one in Picasa2 installation directory.

Downloading random executable code of the net and placing it in your windows folder isn't the smartest idea.
