1) You have to login to the Harmony's server, otherwise you cannot control a single device at all.
2) The totall amount of device installations is limited (also for the first user!).
3) If the first user has used (the max. of) device downloads, the second user cannot do another installations = cannot control devices at all.

www.remotecentral.com you can read in the Harmony forum about the issues of second hand Harmony remote controls. First you tell Big Brother who you are, where you live and which devices you own. Then Big Brother will let you know if you are allowed to control your devices with their Harmony remote or not.
