Sending Problem with Outlook Express

When I use my laptop at work I can receive, but cannot send emails via outlook express. The same thing happens when I am at my in-laws. Is this because my ISP is Tiscali and I am connected by wireless via BT (at work) and Sky (at in-laws). Thanks

Yes, service providers limit access to their pop3 mail servers(recieving) to their own network. (but sometimes allow sending ok via their smtp servers)

Only way to get to your mail would be via your ISPs webmail option when not connected to their network.
