I know it's like a really dumb question, but have you tried altering the volume slider on the drives?

I wouldn't have thought you'd have 2 faulty drives that would be just plain unlucky, I would take the case off and have a look at the socket connections more likely the problems a loose wire or something.

Do the headphones work if they are plugged into the sound card?

How're you playing the cd's? Its more likely than anything else that you are using a player that is reading the cd's data itself in a digital manner, rather than making the drive play the cd itself. Windows Media player would be and example of this. You can change this in the menu settings somewhere. In media player 9, go to options, devices, then properties for compact disc drives. Switch playback to analogue. That should fix it, assuming this is the problem you are having.
Edit: If you go to start menu-> run, then type 'cdplayer' a player that plays in this manner should pop up, depending on your version of windows.

Just tested my phones and they do work directly from the sound card.

I just changed the Media player settings from Digital to analogue and its still the same for both drives.
I think I will just purchase a splitter to plug into my sound card, i can then have my pc speakers and Headphone's plugged in at the same time.

Thanks for all the help.
