To be honest I think that article is quite poorly written/researched. I could see it encouraging people to contact Ofcom about poor speeds when the ISP is not necessarily at fault. Poor speeds are often (although not always) a result of technical limitations of the technology, which most ISPs are quite upfront about. It is then down to the customer to do some research before they decide to sign up with any given service.
When people pay for a broadband service speed is only one aspect. That article makes it sound like the be all & end all. Things like usage allowances, FUPs, shaping, customer service, reliability, webspace, static IPs, etc etc all have to be taken into account.
