Bluetooth

I've got a PCI USB card which I have a number of items connected to. However for some reason my bluetooth isn't working. I have recently built a new PC with Vista and I have used the bluetooth connection since I built it (I think) but for some reason it won't work now. MY computer recognises there is a dongle attached but no other devices seem to be able to find it. I've tried sicking my phone right next to it but no luck. Can anyone help?

Can anyone help with this? Thinking about it I don't think I have used it since I got Vista and the dongle won't work in any USB slot. My PC recognises it is there however I just cannot send any files or detect any devices.

I've tried this with other phones so it's either the dongle or the PC. I'm going to try the dongle somewhere else soon but I could really do with some help with this as I suspect it's the PC.
