Need NTSC to PAL covertor

I have a S/A PowerVu satellite receiver that will only output AFN in NTSC you can see the receiver in the pdf below

The thing is as it is USA spec it has no scart but also no s-vhs,

Does any one know a ntsc to pal converter that will output in pal svhs or scart rgb as my tv does not do ntsc very well,

I'd be amazed if a £50 colour converter could do a better job than your TV. Also, do you really need svhs or RGB output since the input is only composite anyway? How much does the PAL UHF module cost from the manufaturer? Might be a better option.
