Does nuvi 300 allow 'offline' browsing of maps

Does the Garmin nuvi 300 allow offline browsing of maps?

I recently borrowed a Tom Tom 300 and found this to be very useful especially where you didn't know the actual address of a place but knew roughly where it was on a map. Also, can it do 'Advance planning' ie allow you to plan a route from A-B, not from 'here' to B? I found this easy on a Tom Tom but not very easy on a Navman.
