Arcam AVR300 to Turn on Panasonic Plasma

I would like to have my AVR300 turn on my Plasma automatically when the AVR300 is using a video channel. I note the AVR300 has a 12V line set when video is playing. The Plasma is Panasonic 42PWD5 It can be turned on and off my RS232 commands, and I think the AVR can respond to, but not give commands by RS232.

Any ideas?

Would you also consider a universal remote or is that out?
