I think the answer is they won't require a new amp but would benefit from one. The movies will have the 5.1 standands that are in use now as the default but will also have new decoders as an option.
I just brought my first amp a month ago so Personally I'll be staying with my Yam 757 for a few years. Way to much wife aggro to mention upgradeing so soon.

DTS announced in September that its core 5.1-channel surround sound was selected as mandatory audio technology for both HD-DVD and Blu-ray Disc, and DTS-HD (DTS++ in some Blu-ray Disc and HD-DVD documents), was also chosen as an optional feature in both formats.

I think this comment shows that current amps are fine too

The DVD forums selection of Dolby Digital Plus as a mandatory audio standard assures future compatability of HD DVD software media and playback devices with the more than 39 million A/V receives equiped with Dolby Digital in homes today

The above quote is about HD DVD and there is an almost identical quote for Blu ray except that it just says Dolby Digital rather than Dolby Digital Plus.
From what I can tell DD plus works on any amps with normal DD.
They mention about their new loseless formats that will be on both formats, but follow the link to read about that. Don't fancy typing it out, time to go play some xbox 360
So the answer seems to be, no you don't need to buy a new amp but yes there are benifits to doing so. Up to you and your wallet.
Edit beaten to it. That'll teach me to go make breakfast in the middle of a post
