Apparently there are no free ones for Panasonic

Almost all American models are NTSC TV format only. So that means even if you had a multiregion modification for this model, it will not read or pay PAL TV format discs - you would get a "this type of disc cannot be played" error, not a region code error. Only a dual format PAL/NTSC model (for example, european / UK R2 models) can be made into a "true" all region compatible machines.

This has nothing to do with multiregion, or region coding, but the physical supported TV formats of the machine you want to mod, and as this particular model is NTSC only with no PAL support, will never read or play a PAL disc.
