Question Creating DVDs / V-CDs

Can anyone recommend some good encoding software thats not too expensive for creating DVDs and VCDs.

At the moment I use ULEAD Video Studio, but I have had better results from the trial Xing MPEG encoder. This is mega expensive though.

Is there any software to create DVD-quality movies yet? I have a CD recorder, and I believe you can record a DVD movie onto this (but with limited recording time).

I am wanting to transfer my Camcorder tapes to DVD if possible, as I am not happy with the results of VCD at present.
