Can I watch my DVD's on my widescreen TV using the s-video output from my graphics card?

Yes - if you have a dvd drive and some dvd player software such as power dvd or windvd.

And of course a cable (either s-vid to s-vid, or s-vid to scart)

But it won't look very good. You'd get a better picture from an Alba budget player.
This is not really the point of home cinema PCs. The point is to output the VGA signal into a progressive scan input device such as a plasma display or video projector.

the Geforce 2 MX has a reasonably decnt s-video output, much better than older video cards. If you want decent s-video output use a dedicated hardware card, they have a good output, as proven in an HCC DVD player group test couple years back!
