Question Making MPEG Animations??

Having now mastered the making of Video CDs for my home movies, I quite fancy creating an animated logo for the start of the cassette.

Thing is, Im a bit stuck as to where to start. Does anyone know of any software which can create these at all?? Paint Shop's Animation Shop looks quite good, but it doesnt look like it saves in a format suitable for Video CD.

Alternatively, do converters exist to convert to MPEG/AVI from GIF or otherwise?

Any help would be appreciated!

Correct me if I'm wrong but doesn't Macromedia Flash have the option of saving to MPEGs? Not sure exactly the program you use to make them (Possibly Macromedia Flash or something around that sort of name). Flash makes excellent animations.

After Effects is good for this but its a tad expensive.
