How to take TV DVD footage to PC ?

Bringing TV video footage across to PC and Adobe Premiere from a DVD/HDD combo, what formats and disc types are best used for this. I seemed to think that DVD-RW could be used for VR as well as DVD-RAM and that it must only be VR mode if wishing to retain quality, unlike MPEG2. A DVD-R would be no use, not supporting the correct mode ?

What are the rules of the game as it were as I have somewhat forgotten now I come to get a DVD/HDD machine (perhaps EH50 or EH60)
