Progressive on PAL and NTSC

I know that the new crop of elite DVD players had progressive output on an NTSC signal. If you use a suitable PC set up do you get progressive on both outputs.

Secondly, is there such a thing as multi region pc's

With a PC, you get progressive scan output for both PAL and NTSC (so all region discs play fine provided your display device can handle it), and there is free region selectable software (hence ok with RCE) such as DVD Genie which bypasses the limited number of region changes in DVD software players such as Power DVD and Win DVD. So yes, PC software players are multi-region.
