To assign a static ip on the router side of things, goto hub manager, then find your ps3 under devices. Change the type to gaming console and click keep same ip address.

If you want NAT Type 2 I believe that you should try changing the settings on your PS3. I originally had NAT type 3 when i first connected to the network and when I set my PS3 to work at my parents house I had a type 2 connection and the only different was I enable the UPNP setting on the PS3. Try that out and you should get a NAT Type 2 connection.
