You don't need Windows MCE, just normal windows will work.
If you haven't got a tuner card already you may want to look at the Nebula as I understand that you can use that with their own software.
DVBViewer + CoreAVC only come to £20, so worth it for the experience.
However, you do need a fairly powerful pc to run it, and I just read somewhere that they may change the transmissions to a format that we will not be able to decode, so it may all be fruitless!
