I never played before the nerfed it, but I thought the repair tool worked quite well. There was cool down times which happenned a lot quicker. You could only repair about half the tank before it had to cool down.
I really don't like the fact they put auto regen for vehicles in this game though. Defeats the point of the repair tool in all honesty, unless ofcourse you are in a serious firefight. I don't mind jets auto repairing as it would be pretty hard to land them without crashing and a bit more team work would be involved in bringing them down but any other vehicle should not have it imo, as they can easily be repaired.
